Forming a partnership between the community and public sector will offer many benefits including increased economies of scale for procurement and there are many issues to consider to ensure that, as a partnership you ensure your procurement is as environmentally friendly as possible, uses local suppliers, is efficient and effective whilst complying with legal requirements and delivering to the requirements of each partner.As a partnership you will be able to negotiate better deals and have more influence over your suppliers, you will also be able to expand the business that you put towards your existing suppliers.
The public sector may need to look carefully at its procurement processes to ensure that the community waste sector is not precluded from the tendering process unnecessarily.
In forming a partnership between the community and public sector you will already have identified the mutual benefits. However, to ensure a fair and formal relationship, a contract or a memorandum of understanding between the organisations involved may be a key document or a tendering process may need to be entered into by the community organisation involved.
Clear contracts and tendering processes will ensure that each partner understands their role and responsibilities and will be a document that can be referred back to on a regular basis.
